A Texas man is petitioning a court to authorize an obscure legal action to find out who allegedly helped his former partner obtain an out-of-state abortion, setting up the latest test of the reach of statewide abortion bans.

As some states work to expand abortion access and others impose more limits following the U.S. Supreme Court’s overturning of Roe V. Wade, antiabortion activists have begun testing the boundaries of statewide bans in court. Abortion advocates call these legal actions a scare tactic and stress that crossing state lines to obtain...

President Joe Biden is expected to announce new tariffs Tuesday on Chinese EVs, semiconductors, batteries, solar cells, steel and aluminum. The tariffs on EVs will rise to 100%, quadrupling the current tariff of 25%, according to a source familiar with the tariffs.

This is the latest bid by the Biden administration to keep China from undercutting U.S. companies and threatening U.S. manufacturing jobs.

As far as the EV tariff goes, the move is largely symbolic, for now. Chinese EVs are not a big part of the EV market in the U.S., but China's...

In February 2021, weeks after Jan. 6, Larry Hogan, who was then the Republican governor of Maryland and a frequent critic of Donald Trump, told Katie Couric that a battle for the soul of their party was underway — and that Trump’s influence was really, finally, diminishing.

He realizes that declaration was a little premature.

“I guess I’m not as smart as I thought I was,” Hogan told me this morning.

Hogan knows that his side of the party — what he calls “the Republican wing of the Republican Party” — lost that battle. He knows that many of his...

President Biden’s national security adviser said on Monday that while the United States was committed to Israel’s defense, Prime Minister Benjamin Netanyahu’s government had still failed to provide the White House with a plan for moving nearly a million Gazans safely out of Rafah before any invasion of the city.

In a lengthy presentation to reporters, the adviser, Jake Sullivan, also said Israel had yet to “connect their military operations” to a political plan for the future governance of the Palestinian territory.

Mr. Sullivan, who has been at...
