Yes those are his % chance. However, I think judging Harris based on early trends is better than just electoral victory chance. This is two candidates at very different times in their campaign. DNC has not occurred vs RNC already happened. No VP pick for Harris vs JD Vance pick. Two weeks into a campaign vs four years. Also, polling is within the margins of error for the 3 big swing states (PA, MI, WI).
