Are you seriously implying that California was willfully sabotaging their voting system? It appears that the issue in California was due to glitches in the new system, not an intentional and insidious attempt to suppress the vote. Everyone makes mistakes, but that is wholly different than a clear-eyed design to cause people to have to wait excessively. Now if California can't get their act together, then they too should be fined. When this happens, a warning is sufficient, but reasonable people can assess whether it was an honest mistake rather than an underhanded attempt to subvert democracy.
I assumed that the delay was a mistake in California and it was not some evil plot to suppress voting.
