What does this mean? That millions of mailouts were sent to key areas in battleground states? Don't you think it likely that if you knew you were in a battleground state, you would be more likely to vote? And thus that would increase the likelihood that there would be more mailouts sent in battleground states? And if you're in a city, you're going to see more ballots coming in to your area than if you're in a rural area because, you know, there's more people in the city?
