Biden didn't even apologize in that clip, all he said was that he should have used undocumented. And then he gives a short explanation as to why (never referencing the murder) by speaking to the larger community of undocumented people in this country.

It's not referring to undocumented migrants who have turned themselves in at the border and are seeking asylum and are in the country (either temporarily or permanently) legally. Right?
