I chose this article because it seems to be based upon a New York Times article about the same topic.

I don't believe a bit of this BS. I don't care if it's the New York Times reporting it, I think it's total BS.
The reason I think it is BS is because I was in JROTC in high school. I was the commander of my high school's unit my senior year, and then went on into college ROTC on a scholarship. Having done that I know more than a little something about that program.
The program simply isn't structured to be a mandatory program. It would be counter intuitive to do that. Doing that would not help the US military at all. It would be a train wreak.
