Nah. Probably unethical but not illegal. I mean, what exactly can he be charged with?

Sen. Lindsey Graham (R-S.C.) may have made a huge mistake. On Monday, the Palmetto State institution found himself in the middle of a scandal after Georgia’s Republican Secretary of State Brad Raffensperger accused Graham of asking him to throw out valid ballots in the Peach State during a...lawandcrime.com
Apparently it's a felony, but I doubt they do anything to Lady G.

The "untouchability" of politicians of any/all parties in this county is more than simply a disturbing trend. I can't think of anything happening to anyone of REAL consequence since good old Dollar Bill Jefferson and his "touching." It was still a miscarriage of justice considering all that he'd gotten away with to earn him that nickname in the first place.Lawyers Say Lindsey Graham May Have Committed a Felony | Law & Crime

From the way I heard the SoS describe it on CNN, Graham only implied that the votes should be thrown out. Lindsay was probably careful enough not to say it explicitly. The SoS said it was clear what Graham meant, but if he only implied it, then it would be very hard to prosecute Graham. Graham has learned the mafia techniques from the Donald.Lawyers Say Lindsey Graham May Have Committed a Felony | Law & Crime

It almost seems like corruption is a feature instead of a bug across the board and gets more and more apparent the longer it goes on so that the shock - if there's any at all anymore - is little to none.
Al Franken would beg to disagree, from his Pullman car.
That poor dude has all those Republicans trying to tear him apart simply because he's doing his job.
A new DOJ under Biden may just look into that.
The only problem to me is that from the Georgia SoS telling, it a most amounted to a suggestions or highly suggestive inquires. Not some type of direct order, encouragement or request. So I don't know how you make that stick without more evidence.
There are ways even with those types of people, powerful business leaders, industrialists, political leaders, power brokers to get them or at least attempt them to clarify EMPHATICALLY what their word-play semantics really mean. Many of them will hate or despise you for it or try to label you an idiot but who gives two shirts how corrupt butt crevasses feel if you like playing games with them to get to explain what their words and "suggestions" mean. If you can approach it the right way and can fork with most of them better than they ever attempt to do to you. That's how Michael Cohen said that Trump works.
Strongly suggest, hint, imply but never directly order
Then you have plausible deniability
Cohen also said that Trump NEVER directly says but there's also NEVER any doubt about what he's saying
