I would be unsurprised if the DoD’s version of an “administrative state” developes a work around. As an example, they most certainly have continued to figure climate change in their long term planning, iirc.
If they don’t then they are foolish.

The Trump administration deleted a major climate resource.
It pulled down the federal website that houses national climate assessments, reports that show how climate change affects every region of the US and that have been published every four years or so since 2000. Researchers working on the next national assessment were dismissed in April. Farmers...

I am introducing a bill that prohibits the injection, release, or dispersion of chemicals or substances into the atmosphere for the express purpose of altering weather, temperature, climate, or sunlight intensity.
It will be a felony offense.I have been researching weather modification and working with the legislative counsel for months writing this bill.
It will be similar to Florida’s Senate Bill 56.
We must end the dangerous and deadly practice of weather modification and geoengineering.

Acre by acre, the village of Kipnuk is falling into the river.
The small Alaska tribal village sits on permafrost, which is thawing fast as global temperatures rise. That’s left the banks of the Kugkaktlik River unstable – and more likely to collapse when floods hit, as they often do. Buildings, boardwalks, wind turbines and other critical infrastructure are at risk, according to Rayna Paul, the village’s environmental director.
So when the village learned late last year that it had been awarded a $20m federal grant to protect the riverbank, tribal members breathed a sigh of relief.
But that relief was short-lived. On 2 May, the US Environmental Protection Agency canceled the grant. Without that help, Paul says, residents may be forced to relocate their village.
“In the future, so much land will be in the river,” Paul says.
Kipnuk’s grant was one of more than 600 that the EPA has canceled since Donald Trump took office, according to data obtained by Floodlight through a Freedom of Information Act (Foia) request. Through 15 May, the cuts totalled more than $2.7bn.

- Environmental justice grants took by far the biggest hit, with more than $2.4bn in funding wiped out.
- The EPA has also canceled more than $120m in grants aimed at reducing the carbon footprint of cement, concrete and other construction materials. Floodlight reported in April that the cement industry’s carbon emissions rival those of some major countries – and that efforts to decarbonize the industry have lost momentum under the Trump administration.
- Blue states bore the brunt. Those states lost nearly $1.6bn in grant money – or about 57% of the funding cuts.
- The single largest grant canceled: A $95m award to the Research Triangle Institute, a North Carolina-based scientific research organization that had planned to distribute the money to underserved communities. RTI also lost five other EPA grants, totaling more than $36m.

The Trump administration has killed nearly $15m in research into Pfas contamination of US farmland, bringing to a close studies that public health advocates say are essential for understanding a worrying source of widespread food contamination.
Researchers in recent years have begun to understand that Pfas-laden pesticides and sewage sludge spread on cropland as a fertilizer contaminate the soil with the chemicals, which then move into crops and nearby water sources.
Sludge is behind a still unfolding crisis in Maine, where 84 farms have been found to be significantly contaminated with Pfas, and some were forced to close. Advocates say farms across the nation are almost certainly contaminated at similar levels, but Maine is the only state with a robust testing program. The impacts on members of the public who eat from the farms in Maine and beyond is unclear.
“We have to do this research and take steps to not just make sure that our food supply is safe, but also ensure our farms and farmers are safe,” said Bill Pluecker, a Maine state representative and public policy organizer at Maine Organic Farmers and Gardeners Association, which has advocated for stricter sludge regulations.
“As we’ve seen here in Maine, farmers are the most affected by the Pfas because they’re working the soil, eating the food and drinking from wells.”
Pfas are a class of around 15,000 compounds that are dubbed “forever chemicals” because they do not naturally break down, and accumulate in the human body and environment. The chemicals are linked to a range of serious health problems like cancer, liver disease, kidney issues, high cholesterol, birth defects and decreased immunity.
The Environmental Protection Agency (EPA) did not respond to a request for comment.
Sludge is a mix of human and industrial waste that is a byproduct of the wastewater treatment process. Its disposal is expensive, and the EPA allows it to be spread on cropland as “biosolid” fertilizer because it is also rich in plant nutrients.
But public health advocates have blasted the practice because the nation spends billions of dollars annually treating water only to take the toxic byproduct, insert it into the food supply and re-pollute water.………

At the time, the White House said NASA would house the reports to comply with a 1990 law that requires the reports, which the space agency said it planned to do.
But on Monday, NASA announced that it aborted those plans.
“The USGCRP (the government agency that oversees and used to host the report) met its statutory requirements by presenting its reports to Congress. NASA has no legal obligations to host globalchange.gov’s data,” NASA Press Secretary Bethany Stevens said in an email. A Biden-era plan to implement a gas-powered blast furnace at a steel mill in Ohio, which would have eliminated tons of greenhouse gases from the local environment year over year and created more than a thousand jobs, has been put on hold indefinitely by the Trump administration.
Experts and locals say the setback could greatly affect the health and financial state of those living around the mill.
For 13 years, Donna Ballinger has been dealing with blasting noises and layers of dust from coal and heavy metals on her vehicles and house, situated a few hundred yards from the Cleveland-Cliffs-owned Middletown Works steel mill in south-west Ohio.
“I’ve had sinus infections near constantly. I have COPD [chronic obstructive pulmonary disease],” she says. “When they’ve got the big booms going, your whole house is shaking.”
So when two years ago, the steel mill successfully trialed a hydrogen gas-powered blast furnace, the first time the fuel had been deployed in this fashion anywhere in the Americas, she was delighted. It cost an estimated $1.6bn, and the Biden administration, through the Inflation Reduction Act (IRA), coughed up $500m to help cover the cost of installing the technology.
Replacing a coal-powered furnace would have eliminated 1m tons of greenhouse gases from the local environment every year, according to Cleveland-Cliffs. It would also have saved the company $450m every year through “efficiency gains and reduced scrap dependency”, and created 1,200 construction and 150 permanent jobs in the town of 50,000 residents who have struggled for decades with manufacturing losses.
But last month, the Cleveland-Cliffs CEO, Lourenco Goncalves, announced the plan was on hold. He claimed the lack of development in hydrogen fuel – in part a result of the Trump administration’s freezing of a host of Biden-era spending plans – and the Federal Reserve’s refusal to lower interest rates – also a byproduct of Trump administration policies – had forced the companyto throw out the project as initially devised.
Plans were leaked in April that the so-called “department of government efficiency” (Doge) was going to gut grant programs worth $6.3bn meant to help major manufacturing companies transition to cleaner energy resources. This month, the US Senate voted to close the 45V hydrogen clean-energy tax credit eligibility window in January 2028 – five years earlier than originally set.…..
