U.S. Supreme Court Justice John Roberts on Wednesday paused a federal judge’s order that required the Trump administration to pay around $2 billion in foreign aid funds to contractors by midnight.

The ruling comes after the Trump administration asked the Supreme Court for an emergency order to block the release of U.S. Agency for International Development (USAID) funding, which the federal judge had required by midnight. Officials had said they would not be able to comply with the judge’s order.

The memo became public as part of a court filing in a case challenging President Trump's late January executive order that was aimed at barring military service by transgender personnel.

"Service members who have a current diagnosis or history of, or exhibit symptoms consistent with, gender dysphoria will be processed for separation from military service," the memo read.

New York City Mayor Eric Adams pulled out of a candidates forum Wednesday featuring many of his opponents in the Democratic primary, saying his lawyer had advised him to stay away from such events until a judge decides whether to dismiss the public corruption indictment still pending against him.

“Let's allow the court to do this process,” Adams told reporters as he left another event in the city, adding that there was plenty of time left in the mayoral campaign for other debates and public forums.

The mayor also offered a second justification for...
